Following is repetition of telegram from Secretary

Begins:- My telegram of Karch 13th, proclamation has

been issued dated May 27th. adding following to list of absolute contraband:- Begins:- Toluol

and mixtures of Toluol whether derived from

coal tar petroleum or any other source; lathes and other machines or machine tools capable of

being employed in the manufacture of munitions

of wer; maps and plans of any place within the

territory of any belligerent or within the area

of military operations on a scale of four miles

to one inch or on any larger scale and re-

-productions on any scale by photography or otherwise of such maps or plans. Ends.

Item 4 of schedule 1 of Proclamation of

December 23rd. amended by omission of words

"And all other metallic acetates" after the

words "calcium acetate".

In Proclamation of March 11th. words *other

than linseed oil" deleted and "linseed oil"

treated as conditionally contraband. Bonar Law.
